Update to 2020 NAIC Accounting Practices and Procedures Manual

This session addresses the changes to the NAIC Accounting Practices and Procedures Manual (APPM) as of March 2021 specific to Health entities including new Statements of Statutory Accounting Principles, amendments to current SSAPs, and new Interpretations adopted since the release of the March 2020 APPM including but not limited to changes to:

  • INT 20-08 – COVID-19 Premium Refunds, Rate Reductions, and Policyholder Dividends
  • SSAP No. 2R – Cash, Cash Equivalents, Drafts, and Short-Term Investments
  • SSAP No. 30R – Unaffiliated Common Stock
  • SSAP No. 55 – Unpaid Claims, Losses, and Loss Adjustment Expenses
  • SSAP No. 97 – Investments in SCA Entities

This session also addresses various exposure documents currently released by Statutory Accounting Principles Working Group.

2020 Health Annual Statement Update

This session provides an overview of the 2020 Health Annual Statement formats and filing requirements including changes to both the instructions and the format of the 2020 Annual Statement. This Chapter will focus on key reporting issues for the 2020 Health Annual Statement including, but not limited to changes to:

  • New Column 5 to Schedule T to capture the CHIP premium.
  • New NAIC Designation Modifier to NAIC Designation column for Schedule D, DL and BA to accommodate NAIC Designation Category granularity framework adopted by Valuation of Securities Task Force.
  • New category line to Schedule E, Part 2, for Qualified Cash Pools.
  • Modified instructions for Supplemental Investment Risk Interrogatories regarding equity interests.
  • New crosschecks to Exhibit of Premiums, Enrollment and Utilization (State Page) to the U&I Exhibit, Part 1 - Premiums.
  • New crosschecks to the U&I Exhibit, Part 1 – Premiums and Schedule T.
  • Modified instructions and illustration for Note 10L – Investments Information on Investments in Downstream Holding Companies regarding disclosure changes pursuant to SSAP No. 97 - Investments in SCA Entities.

2020 Blanks Working Group Update

This session provides an overview of the 2021 Health Quarterly Statement and an update on current activities under discussion by the Blanks Working Group, including changes adopted and proposed for the 2021 statutory statements (Quarterly and Annual) and other issues currently under discussion by the Blanks Working Group.

2020 Health Risk-Based Capital Update

This session provides an overview of the 2020 Health Risk-Based Capital Formula and addresses changes to the 2020 Health RBC Formula including changes to the instructions and to the format of the Formula. This session also addresses other issues currently under discussion that may affect the 2021 Health RBC Formula.

This session addresses changes to the December 2019 NAIC Purposes and Procedures Manual of the NAIC Investment Analysis Office and other proposals that may be adopted for 2020 and 2021.

Financial Regulatory Issues Update

This session addresses financial regulatory issues impacting health insurance companies that either have been adopted or are under discussion by the NAIC. This session will focus on activities having taken place at the 2020 NAIC Spring and Summer National Meetings with a preview of activities to take place at the NAIC 2020 Fall National Meeting. Issues discussed in this session include but not limited to the new Group Capital Calculation, Pharmacy Benefit Management (PBM) Model Act, updates on changes to the NAIC Financial Conditions Examiners and Analysis Handbooks and other related regulatory financial matters.
